People's governments of provinces, autonomous regions and municipalities directly under the Central Government, ministries and commissions under the State Council, and institutions directly under the State Council:

The State Council attaches great importance to the development of the service industry. In recent years, guidance on the development of living services such as family, elderly care, health and cultural creativity has been successively issued, and the scale and quality of service supply have been significantly improved. At the same time, the development of producer services is relatively lagging behind, the level is not high, the structure is unreasonable and other problems are prominent, which need to be accelerated. Productive service industry involves many links in agriculture, industry and other industries. It is characterized by strong specialization, active innovation, high industrial integration, and significant driving effect. It is the strategic commanding height of global industrial competition. Accelerating the development of producer services is a major measure to drive structural adjustment and promote stable economic growth. It can not only effectively stimulate the potential of domestic demand, drive the expansion of social employment, and continuously improve people's lives, but also help guide the industry to the high-end of the value chain. In order to accelerate the development of producer services in key areas and further promote the adjustment and upgrading of industrial structure, the following suggestions are put forward:

1、 General requirements

(1) Guiding ideology.
Guided by Deng Xiaoping Theory, the important thought of "Three Represents", and the Scientific Outlook on Development, we will thoroughly implement the spirit of the 18th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 18th Central Committee of the Communist Party of China, comprehensively implement the decisions and arrangements of the Party Central Committee and the State Council, scientifically plan the layout, relax market access, improve industry standards, create environmental conditions, accelerate the innovative development of producer services, and achieve organic integration of services, agriculture, industry, etc. at a higher level, We will promote the optimization and adjustment of China's industrial structure, and improve the quality and efficiency of the economy.

(2) Basic principles.
Insist on market leading. We should properly handle the relationship between the government and the market, make the market play a decisive role in resource allocation and give better play to the role of the government, and encourage and support enterprises of all kinds of ownership to actively develop productive services according to market demand.
Insist on highlighting key points. Focusing on significantly improving the overall quality of industrial development and product added value, and focusing on the integration and optimization of the whole industrial chain, we will give full play to the leading role of producer services in R&D design, process optimization, marketing, logistics distribution, energy conservation and consumption reduction.
Insist on innovation driven. Establish a professional producer service system that is in line with international standards, promote the application of cloud computing, big data, the Internet of Things, etc. in the producer service industry, encourage enterprises to carry out scientific and technological innovation, product innovation, management innovation, market innovation and business model innovation, and develop emerging producer service formats.
Adhere to centralized development. Adapt to the development trend of new industrialization, informatization, urbanization and agricultural modernization with Chinese characteristics, deeply implement the overall strategy of regional development and the strategy of main functional areas, and guide productive services to gather in central cities, manufacturing concentrated areas, modern agricultural industrial bases and conditional cities and towns according to local conditions, so as to achieve economies of scale and distinctive development.

2、 Development orientation
Guided by the demand for industrial transformation and upgrading, we will further accelerate the development of producer services, guide enterprises to further break the pattern of "big and all inclusive" and "small and all inclusive", separate and outsource non core businesses, and extend to the high-end of the value chain, so as to promote the gradual transformation of China's industry from a manufacturing type to a production service type.

(1) Encourage enterprises to develop towards the high-end of the value chain.
Encourage agricultural enterprises and agricultural related service institutions to focus on improving the ability of scientific and technological innovation and popularization and application, accelerate the development of modern seed industry, and improve the circulation system of agricultural and sideline products. Encourage competent industrial enterprises to focus on improving R&D innovation and system integration capabilities, and develop market research, product design, technology development, general contracting, system control and other businesses. Accelerate the development of specialized design and related customization and processing services, and establish and improve the third-party certification system for major technical equipment. We will promote the application of patented technologies and the transformation of innovative achievements, and improve systems such as R&D, design, test verification, operation and maintenance, and technical product standards. Focus on marketing and brand services, develop a modern sales system, and enhance the synergy of upstream and downstream enterprises in the industrial chain. Strengthen the functions of futures and spot trading platforms. Encourage installment payment and other consumer financial services. We will promote the development of professional services such as warehousing and logistics, repair and maintenance, and recycling.

(2) We will modernize agricultural production and industrial manufacturing.
Build various agricultural production service platforms, and strengthen services such as policy and legal consultation, market information, pest control, soil testing, formula fertilization, and monitoring of planting and breeding process. We will improve the distribution network for agricultural means of production, and encourage trans regional operations, contracted operations, leasing and maintenance services for agricultural machinery. We will promote the development and system integration of basic processes, basic materials and basic components for industrial clusters and small and medium-sized enterprises, as well as the construction of specialized public service platforms for production, testing and measurement, encourage the development of outsourcing services such as engineering projects, industrial design, product technology research and development, inspection and testing, process diagnosis, process optimization and reengineering, and skills training, and integrate and optimize the production service system. Develop technical support and specialized services such as equipment supervision, maintenance, repair, transformation and spare parts, and improve equipment operation quality. Encourage the manufacturing industry and relevant industries to cooperate in the disposal of industrial "three wastes" and social wastes, and develop energy conservation and emission reduction investment and financing, cleaner production audit and consultation and other energy conservation and environmental protection services.

(3) Accelerate the integration of manufacturing and information technology services.
We will support the innovation and application of information technology services in agricultural production, develop information technology services such as crop breeding, agricultural production dynamic monitoring, and environmental monitoring, and establish and improve a traceability system for the quality and safety of agricultural products. Encourage the wide application of digital technology and intelligent manufacturing technology in product design and manufacturing process, enrich product functions and improve product performance. We will actively develop customized production by using information technologies such as the Internet and big data to meet diversified and personalized consumption needs. Promote the integration of intelligent terminals and application services, and the combination of digital products and content services, promote product innovation, and expand the service field. Develop e-commerce, digital content, data hosting, technology promotion, management consulting and other service platforms serving industrial clusters, and improve resource allocation efficiency.

3、 Main tasks

At this stage, China's producer service industry focuses on R&D design, third-party logistics, financial leasing, information technology services, energy conservation and environmental protection services, inspection, testing and certification, e-commerce, business consulting, service outsourcing, after-sales services, human resources services and brand building.

(1) R&D design.
Actively carry out R&D and design services, and strengthen the R&D, promotion and application of new materials, new products and new processes. Vigorously develop industrial design, cultivate enterprise brands, enrich product varieties, and increase added value. Promote the transformation of industrial design to high-end comprehensive design services. Support the research and development of design products embodying Chinese cultural elements. Integrate existing resources, give play to the role of enterprises as the main body of innovation, promote the cooperation between production, teaching, research and use, and accelerate the industrialization of innovative achievements. Encourage the establishment of specialized and open industrial design enterprises and industrial design service centers, and promote cooperation between industrial enterprises and industrial design enterprises. We will improve the system of intellectual property transactions and intermediary services, and develop R&D and design markets. Carry out intellectual property training, patent operation, analysis and evaluation, patent agency, patent early warning and other services for productive service enterprises. Establish a mechanism to evaluate innovation achievements mainly by the market, and accelerate the transformation of R&D design innovation into real productivity.

(2) Third party logistics.
Optimize the supply chain management services of logistics enterprises, improve the informatization, intelligence and accuracy of logistics enterprises' distribution, and promote modern enterprise management models such as enterprise zero inventory management. Strengthen the development of core technologies, develop modern business methods such as chain distribution, and focus on promoting the application of cloud computing, Internet of Things, Beidou navigation and geographic information technologies in intelligent logistics management. Guide enterprises to divest logistics business and actively develop specialized and socialized large-scale logistics enterprises. We will improve logistics construction and service standards, guide the intensive development of logistics facilities and resources, and cultivate a number of production service oriented logistics parks and distribution centers with strong service capabilities. Strengthen the construction of comprehensive and professional logistics public information platform and cargo loading center, link up cargo information, match delivery vehicles, improve the utilization efficiency of transportation vehicles of logistics enterprises, and reduce the empty rate of transportation vehicles. Improve the application level of standardized facilities, equipment and appliances in the logistics industry and the standardization level of pallets. We will continue to promote the demonstration work of the joint development of manufacturing and logistics industries and the work of express service manufacturing, and strengthen warehousing and cold chain logistics services. We will vigorously develop transportation modes such as rail water combined transportation, river sea direct transportation, roll on roll off transportation, road cargo drop off and hook transportation, and promote the internationalization of freight cars (trailers) and train standards. Optimize urban distribution network and encourage unified distribution and joint distribution. We will promote the standardization and identification of urban distribution vehicles, establish and improve the mechanism for regulating the transport capacity of distribution vehicles, and improve measures to facilitate the passage of distribution vehicles. Carry out pilot demonstration of standardized pallet recycling and sharing in key areas such as agricultural products, drugs, and fast moving consumer goods that affect people's livelihood. We will improve the rural logistics service system, strengthen the connection between production and marketing, expand the scale of agricultural supermarket connection, accelerate the transformation and upgrading of agricultural wholesale and retail markets, and expand agricultural product processing services.

(3) Finance lease.
Establish and improve the operation service and management information system of the financial leasing industry, enrich the leasing methods, improve the professional level, and form a financial leasing service system with diversified financing channels, intensive development, effective supervision and sound legal system. We will vigorously promote financial leasing services such as large-scale manufacturing equipment, construction equipment, transportation tools, and production lines, and encourage financial leasing enterprises to support the development of small, medium-sized, and micro enterprises. Guide enterprises to use financial leasing to upgrade equipment and technology. Encourage the use of financial leasing to expand the international market. Closely contact the industrial demand, actively carry out leasing business innovation and system innovation, and expand the business scope of manufacturers' leasing. Guide leasing service enterprises to strengthen cooperation with commercial banks, insurance, trust and other financial institutions, make full use of overseas funds, expand financing space through multiple channels, and achieve large-scale operation. Establish a standardized procedure, standardized management and efficient circulation market for leased goods and second-hand equipment, and establish and improve the publicity and query system for leased goods and the withdrawal mechanism for financial leasing assets. Accelerate the research and formulation of laws and regulations in the financial leasing industry. Give full play to the role of industry associations, and strengthen the construction of credit system and industry self-discipline. Establish a systematic industry risk prevention mechanism, as well as a financial leasing industry statistical system and evaluation index system.

(4) Information technology services.
Develop information technology services involving new network applications, actively use cloud computing, the Internet of Things and other information technologies, promote the intelligence, flexibility and service of manufacturing, and promote the innovation and development of customized production and other models. Accelerate the construction of knowledge base for key industrial industries, innovate information service methods for professional fields, and improve service capabilities. Strengthen relevant software research and development, improve information technology consulting design, integration implementation, operation maintenance, test evaluation and information security services, provide system solutions for industrial applications, and promote industrial production business process reengineering and optimization. Promote industrial enterprises, software providers and information service providers to jointly improve the digital level of the whole process of enterprise production, operation and management. Support the information service institutions affiliated to industrial enterprises to provide professional services to the industry and society. We will accelerate the construction of rural Internet infrastructure, and promote the entry of information into villages and households.

(5) Energy conservation and environmental protection services.
We will improve the system of laws, regulations and standards for energy conservation and environmental protection, strengthen rigid constraints on energy conservation and environmental protection indicators, and strictly implement rewards and punishments. We will vigorously develop third-party energy conservation and environmental protection service systems such as energy conservation and emission reduction investment and financing, energy audit, cleaner production audit, engineering consulting, energy conservation and environmental protection product certification, and energy conservation assessment. Standardize and guide building materials, metallurgy and energy enterprises to coordinate the resource treatment of urban and industrial wastes, and establish a trading market. Encourage environmental protection service activities in combination with the need to improve environmental quality and control pollution. Develop general contracting of environmental protection services such as system design, complete equipment, project construction, commissioning, operation and maintenance management. Large key energy users are encouraged to rely on their own technical advantages and management experience to carry out specialized energy conservation and environmental protection services. Promote energy contract management, build a "one-stop" comprehensive service platform for energy contract management, and actively explore energy saving market-oriented transactions. Build renewable resources recovery system and waste reverse logistics trading platform. Actively develop professional technical services for remanufacturing, and establish information management systems for remanufacturing core recycling, product marketing, traceability, etc. We will promote third-party treatment of environmental pollution.

(6) Inspection and testing certification.
We will accelerate the development of third-party inspection, testing and certification services, encourage inspection, testing and certification institutions with different ownership to participate in market competition on an equal footing, and constantly enhance their authority and credibility to provide strong support and guarantee services for improving product quality. Strengthen the basic capacity building of measurement, detection technology, detection equipment research and development, and develop the analysis, testing, measurement, inspection and other services oriented to the whole process of design and development, production and manufacturing, and after-sales service. Build a number of national industrial measurement and testing centers and build a national industrial measurement and testing service system. We will strengthen third-party inspection and testing services in advanced major equipment, new materials, new energy vehicles and other fields, accelerate the development of drug inspection and testing, medical device inspection, import and export inspection and quarantine, quality and safety inspection and testing of agricultural products, food safety inspection and testing and other services, develop online testing, and improve the inspection, testing and certification service system. Develop e-commerce and other service certification fields. Optimize resource allocation, guide inspection, testing and certification institutions to develop together, and promote the integration of inspection, testing and certification institutions with the same or similar business. Actively participate in the formulation of international inspection and testing standards, and carry out international mutual recognition of inspection and testing certification results and technical capabilities. Cultivate a number of inspection, testing and certification groups with strong technical ability, high service level, good scale efficiency and certain international influence. We will intensify the promotion and application of standards for producer services, and deepen national service industry standardization pilot projects.

(7) E-commerce.
We will deepen the application of e-commerce in large and medium-sized enterprises, promote online trading of bulk raw materials, online customization of industrial products, and the coordinated development of upstream and downstream businesses of affiliated enterprises, and innovate organizational structures and business models. Guide small and micro enterprises to conduct business relying on third-party e-commerce service platform. We will promptly study and formulate proposals to encourage the innovative development of e-commerce. Deepen the integration and innovation of e-commerce services. Accelerate and standardize the development of third-party e-commerce comprehensive service platform integrating transaction, electronic authentication, online payment, logistics, credit evaluation and other services. We will accelerate institutional development to adapt to the development of electronic contracts, electronic invoices and electronic signatures. We will build an open e-commerce express delivery information platform and a network of social storage facilities, accelerate the layout and standardize the construction of express processing centers and air and land transport distribution centers. Encourage the integration and utilization of existing commercial facilities and postal convenience service facilities, strengthen the construction of joint distribution terminal outlets, and promote the development of community commercial e-commerce. Deeply promote the construction of national e-commerce demonstration cities, demonstration bases and demonstration enterprises, and develop services such as e-commerce credible transaction guarantee and transaction dispute settlement. Establish and improve the work guarantee mechanism to promote the development of e-commerce. Strengthen the construction of network infrastructure, e-commerce credit system and statistical monitoring system, and constantly improve e-commerce standard system and express delivery service quality evaluation system. We will promote the development of rural e-commerce, actively cultivate e-commerce for agricultural products, and encourage online purchase and sales docking and other transactions. Support the construction, service innovation and application promotion of multilingual e-commerce platform for cross-border trade. Actively develop mobile e-commerce, and promote the extension of mobile e-commerce applications to industrial production and operation and producer services.

(8) Business consulting.
Improve the level of specialization, scale and networking of business consulting services. Guide business consulting enterprises to focus on promoting industrial transformation and upgrading, vigorously develop consulting services such as strategic planning, marketing planning, market research and management consulting to improve the quality of industrial development, and actively develop professional consulting services such as asset evaluation, accounting, auditing, taxation, survey and design, and engineering consulting. development
