"Internet plus": new impetus for outsourcing development

Not long ago, the 7th China International Service Outsourcing Trade Fair (CIEXPO) closed in Hangzhou. In this grand event, industry symposiums on smart health, cloud ecology, intelligent manufacturing and Internet finance received high attention. Hangzhou took the lead in holding the "High end Seminar on Cross border E-Commerce Service Innovation" and the "Special Seminar on Service Outsourcing to Japan" in combination with local industrial characteristics.


The implementation of the "Internet plus" strategy has promoted the innovative integration and development of the Internet with the service industry and manufacturing industry, constantly released the potential of the onshore service outsourcing market, and promoted the rapid development of onshore business at a growth rate of about 15%.


According to the latest statistical data released by the Ministry of Commerce, from January to August 2015, Chinese enterprises signed service outsourcing contracts worth US $71.65 billion and executed them worth US $53.58 billion, up 6.6% and 12% year on year respectively. Among them, the onshore service outsourcing contract amount was 22.69 billion US dollars, and the executed amount was 15.48 billion US dollars, up 14.9% and 15.7% year on year respectively, far exceeding the 2.3% and 10.3% growth rates of offshore business. "The 'Internet plus' action plan will add new impetus to the development of service outsourcing." Liu Haiquan, assistant minister of the Ministry of Commerce, said at the opening forum of the 7th International Service Expo that in recent years, thanks to the in-depth promotion of service industry globalization and the prosperity and development of China's service industry, China's service outsourcing industry has developed rapidly and is becoming the most dynamic part of China's open economic system.


"Internet plus" expands the value of outsourcing


Liu Haiquan said that since the outbreak of the financial crisis, global trade, goods trade, manufacturing industry and transnational investment have remained sluggish, while cross-border trade and investment in the service industry have maintained a rapid development momentum. Transnational investment in services has accounted for nearly two-thirds of global transnational investment. Transnational corporations have accelerated the transformation of modern service industries such as R&D, consulting and information services to developing countries. "The service industry has become an important support for China's economic development. In the first half of this year, the added value of the service industry has been close to half of the total GDP. Under this situation, China's service outsourcing industry has entered the golden period of development." Liu Haiquan said that in recent years, while the scale of China's service outsourcing industry has expanded, the outsourcing business structure has also been significantly optimized, and knowledge process outsourcing characterized by knowledge and research and development has grown rapidly, The service model has been continuously innovated, and the international competitiveness has been significantly improved.


Liu Haiquan said that "further opening up will expand new space for the next development of service outsourcing". China is comprehensively deepening reform, building a new system of open economy, and promoting the orderly opening up of financial, education, culture, medical and other service industries. The Catalogue for the Guidance of Foreign Investment Industries (revised in 2015), revised and released this year, has reduced the number of restricted items by more than 50%. A series of national policies and measures to promote economic development will create better conditions for the development of the service outsourcing industry. "The 'Internet plus' action plan will add new impetus to the development of service outsourcing. The Internet is profoundly changing our production and lifestyle, and is also accelerating new development opportunities." Liu Haiquan believes that with the release and implementation of the State Council's "Internet plus" action guidance, "Internet plus" has greatly expanded the field and value of service outsourcing, and the service outsourcing industry is showing an unprecedented bright prospect.


Re understand and define "service outsourcing"


Ma Xiuhong, former vice minister of the Ministry of Commerce, also believed that the transformation and upgrading of China's traditional industries would release a lot of opportunities for the outsourcing industry. She said: "Industrial transformation and upgrading must be achieved through new technologies, new business models and new organizational structures."


Ma Xiuhong said at the symposium on service outsourcing held at the same time that in the past 10 years, China's service outsourcing industry has developed very rapidly. "The development of outsourcing industry and the innovation of business model in the past 10 years are too fast. It is necessary to study the new trend of technology development, the innovation of business model, as well as the changes in the understanding of the industry by the contract letting party and the contractor. It is necessary to redefine 'service outsourcing'. The definition of industry must be open and advancing with the times, and it is also a driving force and way conducive to the further healthy and rapid growth of service outsourcing in the next 10 years."
Ma Xiuhong, for example, said that in the past, the relationship between the contract letting party and the contractor receiving party was defined as a contract to be signed by both parties for more than one year, but now the relationship between the contract letting party and the contractor receiving party is no longer a simple one between Party A and Party B, in fact, it is a strategic partnership, and it is a two-way, collaborative production. In terms of service provision and service demand, supply and demand are no longer simply supply and demand, but a collaborative relationship. "Service outsourcing enterprises must have a layout that conforms to national policies and strategies." Ma Xiuhong suggested that enterprises should find their own position and development space in the national strategy. For example, the marketization is a major trend in the reform of state-owned enterprises. We must reorganize the internal business of state-owned enterprises, and some of them should be stripped out. The stripping out may be in the form of contract awarding, or it may be a re combination of sales, which will release huge space for service outsourcing enterprises.
