In recent years, the scale of China's service outsourcing industry has expanded rapidly, the structure has been continuously optimized, and the industrial agglomeration effect with China's service outsourcing demonstration cities as the main body has been increasingly strengthened. Adhering to reform and innovation, facing the global market, accelerating the development of high-tech and high-value service outsourcing industries, promoting mass entrepreneurship and innovation, and promoting the transformation from relying mainly on low-cost competition to relying more on intellectual investment to win, are of great significance for promoting structural adjustment, forming new support for industrial upgrading, new highlights for foreign trade growth, new engines for the development of modern service industries, and new channels for expanding employment. In order to accelerate the development of China's service outsourcing industry and promote "China's service" to a higher level and go global, the following suggestions are put forward:

Adhering to reform and innovation, facing the global market, accelerating the development of high-tech and high-value service outsourcing industries, promoting mass entrepreneurship and innovation, and promoting the transformation from relying mainly on low-cost competition to relying more on intellectual investment to win, are of great significance for promoting structural adjustment, forming new support for industrial upgrading, new highlights for foreign trade growth, new engines for the development of modern service industries, and new channels for expanding employment. In order to accelerate the development of China's service outsourcing industry and promote "China's service" to a higher level and go global, the following suggestions are put forward:
1、 General requirements
（1） Guiding ideology. Guided by Deng Xiaoping Theory, the important thought of "Three Represents", and the Scientific Outlook on Development, we will fully implement the spirit of the 18th National Congress of the Communist Party of China and the Second, Third, and Fourth Plenary Sessions of the 18th Central Committee of the Communist Party of China, earnestly implement the decisions and arrangements of the Central Committee of the Communist Party of China and the State Council, take expanding international and domestic markets as a guide, focus on cultivating new competitive advantages and creating a good development environment, and adhere to the principles of reform and innovation, highlighting key points, step-by-step implementation, and demonstration gathering, Efforts should be made to stimulate the innovation drive and market vitality of enterprises, and the service outsourcing industry should be raised to a new level as soon as possible.
（2） Development goals. In the next three years, we will cultivate a group of medium and high-end talents, complex talents and international talents, cultivate a group of internationally advanced well-known service outsourcing enterprises, and build a group of service outsourcing industry clusters with outstanding leading industries, strong innovation capabilities, and first try systems and mechanisms; The scale and quality of the talent team have been further improved, and the number of college students recruited for employment has increased significantly; The scale of the service outsourcing industry has continued to grow rapidly, and the scale of international service outsourcing business has increased by more than 25% annually; The industrial structure was further optimized, and the proportion of service outsourcing business with high technology content and high added value continued to increase; The regional layout has been significantly improved, and a benign development pattern with distinctive features, complementary advantages, and coordination and order has taken shape; The professional service ability and level of service outsourcing enterprises have been significantly improved, and the radiation and driving role of China's service outsourcing demonstration cities has been further enhanced; The service outsourcing industry policy system and service guarantee system were further improved.
By 2020, the international and domestic markets of the service outsourcing industry will develop in a coordinated manner, with significant expansion of its scale, significant optimization of its structure, and significant improvement of its international competitiveness. This will become an important way for China to participate in the global industrial division and enhance its industrial value chain.
2、 Cultivate new competitive advantages
（3） Clarify the industrial development orientation. Simultaneously promote IT, business process and knowledge process outsourcing services, focus on the development of high-tech, high value-added service outsourcing business, and promote the high-end extension of the industrial value chain. Regularly publish the Directory of Guidance on Key Development Fields of Service Outsourcing Industry, and strengthen guidance on the development of service outsourcing industry. Actively expand the service outsourcing industry, vigorously develop service outsourcing in software and information technology, design, research and development, Internet, medical, industry, energy and other fields; Accelerate the development of service outsourcing in cultural creativity, education, transportation and logistics, health care, scientific and technological services, wholesale and retail, leisure and entertainment and other fields; Actively develop financial service outsourcing business and encourage financial institutions to outsource non core business.
（4） Implement the strategy of international market diversification. Adapt to the new trend of accelerating transnational transfer of global service industry, and further expand service outsourcing exchanges and cooperation with relevant countries and regions. Consolidate and strengthen cooperation with developed countries, and strive to increase the proportion of high-end service outsourcing business; Actively explore emerging markets and constantly expand new businesses and marketing networks; Deepen cooperation with neighboring countries and promote service standard export; Closely connect with the countries and regions along the Silk Road Economic Belt and the 21st Century Maritime Silk Road, and build a new pattern of diversified markets.
（5） Optimize the domestic market layout. Based on the existing foundation and development trend of the service outsourcing industry, we will deeply tap the potential of the domestic service outsourcing market and build an industrial development pattern with a reasonable structure, distinctive features and complementary advantages, with China's service outsourcing demonstration cities as the main body. Give play to the industrial agglomeration advantages formed in the Yangtze River Delta, Pearl River Delta, Bohai Rim, Beijing Tianjin Hebei and other regions, actively attract innovative resources at home and abroad, build an internationally advanced service outsourcing industry platform, constantly improve industrial competitiveness, take the lead in reaching the internationally advanced level, and accelerate the development of the national service outsourcing industry. We will give full play to the regional advantages of the central and western regions, further strengthen the infrastructure construction of the service outsourcing industry, take the promotion of the development of the service outsourcing industry as an important breakthrough for industrial transformation and upgrading, and build a new highland of open economy in inland regions, and orderly undertake the transfer of eastern regions and international industries. Give full play to the advantages of the complete industrial system in Northeast China, constantly optimize the development environment, and increase market development efforts to provide strong support for the revitalization of the old industrial base in Northeast China and the transformation and development of resource-based cities.
（6） Cultivate and strengthen market players. We will support enterprises of all types of ownership to engage in service outsourcing business, and encourage service outsourcing enterprises to develop in a professional, large-scale and branded manner. Promote service outsourcing enterprises to improve their R&D and innovation level, guide and support enterprises to carry out integrated design, comprehensive solutions and related technology projects through national science and technology plans (special projects, funds, etc.). Encourage service outsourcing enterprises to strengthen the innovation of business model and management model, and actively develop the service outsourcing business in the form of long-term contracts. Cultivate a group of service outsourcing leading enterprises with strong innovation ability, high integrated service level and international competitiveness. Support a number of small and medium-sized service outsourcing enterprises that are "specialized, refined, special and new". Encourage enterprises, especially industrial enterprises, to break the "big and all inclusive" and "small and all inclusive" integration pattern and purchase professional services for non core businesses. We will guide service outsourcing enterprises to optimize the allocation of capital, technology, talent and other resource elements through mergers and acquisitions to achieve complementary advantages. Government departments should continue to expand the field of purchasing services and entrust outsourcing businesses to professional service enterprises.
（7） Strengthen the construction of talent team. Make full use of both international and domestic resources to strengthen the training of various types of talents in service outsourcing. We will strengthen the construction of medium and high-end talent teams by combining the introduction and training. Support colleges and universities to adjust and optimize the service outsourcing specialty and talent structure based on talent demand, organize and implement teaching activities in accordance with relevant standards for service outsourcing talents, carry out pilot reform of curriculum system, and guide college students to innovate and start businesses. Encourage universities and enterprises to innovate cooperation models, actively carry out interactive talent training, jointly build a practical education base, and strengthen two-way exchanges between university teachers and senior engineers of enterprises. Comprehensively improve the ability and level of employees, support qualified service outsourcing enterprises to recruit college graduates through school enterprise cooperation, and establish and improve the internal training system.
3、 Strengthen policy measures
（8） Strengthen planning guidance. Comprehensively and objectively evaluate the implementation of the "12th Five Year Plan" for the service outsourcing industry, study and formulate the "13th Five Year Plan" for the development of China's international service outsourcing industry, and clearly put forward the key areas, main tasks and safeguard measures for the "13th Five Year Plan" service outsourcing industry. Scientifically plan the layout of service outsourcing industry clusters, form industry clusters as soon as possible, and play a leading role. Relevant departments should include the education resources of the service outsourcing industry cluster, the infrastructure of the Internet of Things, big data, cloud computing, mobile Internet and new technology applications, as well as the technology, management and business model innovation projects of enterprises in the 13th Five Year Plan.
（9） Deepen international exchanges and cooperation. Improve the quality of bilateral economic and trade cooperation, orderly promote practical cooperation in the service outsourcing industry under the existing mechanism framework, and create an international environment conducive to common development. Support service outsourcing enterprises to participate in international exhibitions, project negotiations and other activities. In combination with the implementation of the "going global" strategy and foreign aid, we should comprehensively use various measures such as trade, export credit, foreign investment cooperation and foreign aid to support qualified service outsourcing enterprises to "go global" and carry out cooperation on high value-added projects such as R&D outsourcing, knowledge process outsourcing and business process outsourcing. Encourage enterprises and institutions to purchase high-end services with high technology content and new business models in the international market, introduce advanced technology, advanced business methods and management experience, and accelerate the transformation and upgrading of domestic service outsourcing industry.
（10） We will increase financial support. We will improve the existing financial fund policy, optimize the fund arrangement and use direction, improve support methods, increase support for international service outsourcing, and encourage international service outsourcing research and development, talent training, qualification certification, public services, etc. Give full play to the leverage and guidance role of financial funds, guide social funds to increase investment in enterprises undertaking international service outsourcing business and promote the expansion of service exports by establishing market-oriented support methods such as the international service outsourcing industry guidance fund.
（11） We will improve tax policies. Expand the implementation scope of preferential tax policies for technologically advanced service enterprises to pay enterprise income tax at a reduced rate of 15% and deduct the part of employee education funds that does not exceed 8% of total wages and salaries before tax from regions and fields. According to the layout of the service outsourcing industry cluster, the number of service outsourcing demonstration cities in China has been increased from 21 to 31 in an orderly manner, taking into account the eastern, central and western cities. The zero VAT rate and tax exemption policy for international service outsourcing will be implemented.
（12） Strengthen financial services. Broaden investment and financing channels for service outsourcing enterprises. Encourage financial institutions to innovate financial products and services that conform to regulatory policies and adapt to the characteristics of the service outsourcing industry in accordance with the principle of controllable risk and commercial sustainability, and promote the pledge of intellectual property rights such as accounts receivable, patents and copyrights. We will support policy based financial institutions to innovate and develop in accordance with laws and regulations under the guidance of relevant departments and regulators, increase support for service outsourcing enterprises to expand international markets, carry out overseas mergers and acquisitions and other businesses, and strengthen the construction of key service outsourcing projects. Encourage insurance institutions to innovate insurance products, improve insurance services, and expand the scale and coverage of export credit insurance
