Reply of the General Office of the State Council on Further Promoting the Development of Service Outsourcing Industry

We have received your request for further promoting the development of the service outsourcing industry. With the approval of the State Council, we hereby reply as follows:
1、 Continue and improve the policies and measures of service outsourcing in the development of demonstration cities.
（1） From 2013 to 2015, the central government will continue to allocate 5 million yuan for each demonstration city to build a public service platform for service outsourcing. The scope of financial support has been increased. Demonstration cities have established service outsourcing information security and intellectual property protection systems, promoted brands in international markets, and carried out industrial research.
（2） The two policies of exempting the offshore service outsourcing business from business tax in demonstration cities and reducing the enterprise income tax at the rate of 15% for technologically advanced service enterprises, and deducting the part of employee education funds that does not exceed 8% of total wages and salaries before tax, will be extended to the end of 2018
（3） The central government will continue to arrange subsidies for local governments, and provide subsidies for qualified enterprises and units to carry out service outsourcing talent training and qualification certification. All localities can optimize the operation mode, simplify the declaration procedure, adjust the declaration conditions, and determine the key points and standards of support according to the local actual conditions. We should strengthen system building and performance evaluation to ensure the safe and effective use of funds.
（4） Actively promote service outsourcing enterprises to improve technology innovation and integrated service level, guide and support enterprises to carry out integrated design, comprehensive solutions and related technology projects through national science and technology plans (special projects). Further relax the conditions for the recognition of technologically advanced service enterprises, adjust the proportion of offshore outsourcing business income in the total enterprise income from 50% to 35%, first pilot in Suzhou Industrial Park, and timely study and promote according to the pilot situation.
（5） We will improve the incentive policies for high-end talents in service outsourcing, scientifically define the standards for high-end talents, and increase subsidies for high-end talents training. Summarize the experience of the pilot training of university service outsourcing talents in Jiangsu and Zhejiang provinces, and gradually promote it in the demonstration cities. We will establish a socialized and open service outsourcing talent training system that includes institutions of higher learning, social training institutions and enterprise bases, continue to deepen cooperation between schools and enterprises, and focus on supporting a number of institutions of higher learning and social training institutions that are standardized, strong and effective.
2、 Accelerate the construction of international marketing network. Support service outsourcing enterprises to establish marketing and delivery networks through overseas mergers and acquisitions, and attract overseas mid-range talents. Qualified enterprises can apply for special fund support for foreign economic and technological cooperation and preferential interest rates for export credit. Further simplify the approval procedures for overseas mergers and acquisitions of service outsourcing enterprises, and improve the degree of work facilitation. Strengthen the international market development, build the overall image of China's service outsourcing industry, and establish the "China outsourcing" brand.
3、 Promote the coordinated development of offshore and onshore service outsourcing. Further study the policies and measures for the coordinated development of onshore and offshore service outsourcing, and support qualified service outsourcing enterprises to undertake domestic service projects. Actively cultivate the onshore market for service outsourcing, encourage government agencies and various enterprises to innovate management and operation concepts, and purchase professional services.
4、 Improve the development environment of service outsourcing industry. Strengthen the construction of information security laws and regulations system of service outsourcing, and promote the provinces (districts and cities) where the demonstration cities are located to study and issue local laws and regulations on service outsourcing intellectual property rights and information security protection as soon as possible. Carry out service outsourcing information security certification evaluation, guide and support enterprises to establish internal control mechanism. We will continue to strengthen basic research on the service outsourcing industry and introduce relevant industry standards. Encourage local governments to support service outsourcing enterprises in terms of employee accommodation, property leasing, etc.
5、 In principle, it is agreed that the Comprehensive Evaluation Method for China's Service Outsourcing Demonstration Cities will be implemented by the Ministry of Commerce together with relevant departments, and will be continuously improved in practice.
6、 The Ministry of Commerce, together with relevant departments, should further strengthen the guidance and services for local development of service outsourcing industry, supervise and inspect the implementation of relevant policies and measures, and effectively promote the healthy development of China's service outsourcing industry.
